PERG Membership Meeting at NAB 2025

On Monday April 7, PERG held its General Membership Meeting at NAB, at the Cine Central area in North Hall of the Las Vegas Convention Center. About one hundred guests packed into the cordoned-off reception area provided by NAB for the event. The guests were about a 50/50 mix of rental company principals and representatives from vendor companies.

As always, guests enjoy seeing one another face to face and having an opportunity to have a glass or wine together while discussing the state of the business, products at the show, and catching up on each other’s lives.

After networking, the meeting was called to order. Sally Spaderna (Koerner Camera, Portland) welcomed everyone and thanked PERG’s annual sponsors Applied Entertainment & Sports, ARRI, Astera, Litegear, Panavision, and Taylor & Taylor Associates, and the event sponsors Fujifilm and Calzone & Anvil Case Company. 

Sally introduced “hello from absent friends” -- video clips that PERG solicited from members who were not present at the event this year. Speaking to the camera with their rental facility in the background John Cini (High Output, Boston), Michael Koener (Koerner Camera, Portland), Mark Wofford (PC&E, Atlanta), Samantha Harter (HD House, Miami) extended their best wishes. Each had a different message, but the common theme was wishing they could be with their friends from PERG.

Harry Box, PERG Manager, took the mic next with two announcements. The first was introducing ESTA’s new Program Manager for Membership and Events. Xenia Lappo is someone many members already know. She worked at ARRI and at Ratpack in LA. Harry remarked that, with her background in marketing, Xenia will be a huge asset in running and expanding ESTA’s events and membership program.

The second announcement was that we are celebrating a birthday. Rental Guard is ten years old. At our NAB meeting in 2015, PERG launched what has become the international industry depository for theft information, including theft reports, watch list, and member-only features for protecting rental companies from fraud like Question Customer Alerts, and New Customer Reference Inquiry. Since 2015 RENTAL GUARD has grown to have 1018 users from 46 different countries. 517 of those are people working at rental companies. Other users include insurance, law enforcement, production companies, equipment servicing companies, used equipment dealers, schools, owner operators, and vendors.

Beyond the value to the rental community of being able to use RENTAL GUARD, Harry demonstrated two additional ways that it benefits the community. The first is that PERG can aggregate the data to show trends in the industry, as demonstrated by a pie graph showing an increase in “rented not returned” incidents in the past couple years.

The second is that the data from RENTAL GUARD is invaluable to law enforcement, as demonstrated recently when the infamous fraudster, Ryan Roman, was arrested in Burbank, and PERG was able to supply a wealth of information about his past crimes—information that will help the prosecutor make the charges against Roman stick.

Harry announced that RENTAL GUARD version 3.0 is currently in development and will be released later this year. The new version enables PERG to own the coding of the RENTAL GUARD, which will drastically reduce the cost of hosting the site and help ensures RENTAL GUARD’s future. HISCOX Insurance has stepped up as the first insurance underwriter to sponsor this important transition for RENTAL GUARD. We hope other insurance underwriters will soon join them to support this essential and important free industry resource.


Next, Anna Mayo (MP&E, Dallas) took the mic to speak about ESTA’s new member benefit – Plaid Identity Verification. Sophisticated automated identification verification can help rental companies detect a “customer” who is a risk. Such services have been out of reach for many companies. The Plaid service is made affordable to ESTA members by a special arrangement with Plaid that leverages our collective buying power as a trade association. Eleven PERG companies have signed up for the service so far.

Anna Mayo (MP&E, Dallas), member of the PERG Council explains how Plaid identify verification uses a live photo of the customer, a photo of their ID, and basic contact information that the user inputs to determine if the person is who they say they are.

Anna Mayo described some of the kinds of scenarios where Plaid could provide a rental company with data that would be hard and time consuming for a rental company to find by itself.

Next, Scott Taylor (Taylor & Taylor Associates) took the stage. Scott has been part of a PERG Working Group that is looking at liability implications for rental companies when they are part of the chain of commerce for renting third-party equipment (such as crew-owned gear) to productions. With input from both the AICP and PERG attorneys, the working group drafted an addendum to the AICP/PERG Terms & Conditions aimed holding crew owned equipment to the same standards as rental company equipment, both in terms of representations and warranties regarding the equipment’s completeness and state of repair, and in terms of liability coverage. The addendum, which must be signed by the crew member as well as the rental company and the production company, states that the crew member indemnifies the other parties if a fault in their equipment leads to a lawsuit. Scott pointed out that there have been cases involving very large losses where this kind of provision would have protected the rental company and production company when the crew-owned gear was the cause of losses.

Scott also announced that in an upcoming PERG Coffee Break, a panel of legal and insurance experts will discuss the question of liability and steps rental companies can take to protect themselves. Watch for invitations to that event coming soon to your email box.

Following Scott’s remarks, the audience we treated to an update on PERG’s EWI Program from Bianca Halpern (Becine, Los Angeles). 

Bianca Halpern (Becine, Los Angeles) announces six new EWI grants available for PERG members who are hiring in the next six month.

Over the past two years, by participating in the program, PERG members have given 16 new rental employees training and exceptional insights into the rental business. The rental companies received EWI grants, which completely offset the expenses of the first six months of the new worker’s employment. The training aims to cultivate an understanding and passion the rental industry’s unique role supporting productions and spark careers in rental. EWI Program Coordinator, Alison Cupples, has actively supplemented the training by organizing EWI Coffee Breaks (virtual meetings with industry experts) on a wide variety of topics (See PERG Coffee Breaks on YouTube, in this Newsletter, of view playlist HERE). Alison cut together a collection of selfie videos featuring some of the current trainees in Boston, Los Angeles, New York, and Albuquerque. The young trainees sent videos about what they were working on that day, and expressing their appreciation for the program.


Bianca announced that PERG is now accepting applications from rental companies that may be hiring in the next six months. NETFLIX has agreed to sponsor the EWI program again this year, supporting six new grants. The program pays the wages and benefits of your new employee for their first six months of employment and monitors and supports the rental company’s employee training. EWI companies take turns providing Coffee Breaks that all the EWI trainees attend, in which specific training topics are addressed.


The penultimate speaker, and the highlight of the PERG Meeting, was Sally Spaderna, the current Chair of the PERG Council. Her message focused on the extreme challenges faced by rental companies in 2025. To preserve the level of service that productions have historically enjoyed and come to expect, the rental community will need not just perseverance, but a new  level of unity and cooperation among the companies providing these services. To close out the evening, Paul Royalty (Litegear/Chauvet Cinema Group) spoke on behalf off Behind the Scenes, a charity that provides a wide array of services to entertainment technology professionals who work “behind the camera, behind the curtain,” (to which we add “behind the rental counter”) in the entertainment industry. These include grants for serious illness or injury, counseling grants for therapy or rehab, and new this year, disaster relief grands from small immediate needs. These grants have been life altering for recipients in moments of extreme need. And they are available not just to crew members, but the rental employees as well.  PERG members are encouraged to make their employees aware of these grants.

A lot of organizations have been talking about a word lately—community. Community, what does that word really even mean? In this month’s issue of American Cinematographer, Shelly Johnson wrote a letter reflecting on how our very art form was built on the concept of joining together to collaborate– and how the ASC came into existence as a means of expanding on that art form and solving problems that arose within it. It made me think about how and why PERG was originally started. We came together because, at its core, this industry thrives on connections—connections between people, between companies, and between ideas. PERG has become more than just a collective of businesses. Over time, PERG has grown into a community—a community that is built on shared bonds, common goals, and, importantly, mutual support. 

The landscape of our industry has shifted. We’ve seen a rise in new hurdles. But I’d also argue that we’ve never been more connected—at least when it comes to our shared experiences. 

Before emails and texts took over, these meetings were one of the few opportunities for us to get together. The only times we could meet face-to-face, make meaningful connections, and discuss the most important decisions—what to invest in, what equipment was worth buying, how to collaborate with others. These gatherings were the breeding grounds for sub-rental relationships and a place where we could be open about our businesses’ needs. A member of ours once described sub-rentals as “a two-way street …without tariffs.” That’s exactly how we approached it then, and it’s still true now. It’s about mutual benefit, trust, and making smart decisions together. 

What I’ve seen over my time is that, despite the evolution of technology and communication, that bond formed all those years ago has only deepened. The connection we share is stronger than ever, and it’s not just about the deals or the contracts or trying to figure out insurance. It’s about a collective understanding, a camaraderie that allows us to face tough times head-on. And let me tell you, we need that bond now more than ever. 

This is the place where we can have candid conversations, where we can get advice, share solutions, and come together to weather the storm. The answers don’t always come on their own. The key to navigating this difficult period lies in our ability to rely on each other, in our collective wisdom, and in the guidance we can share with one another. 

When I think about the bigger picture…about what’s at stake, it’s not just about the day-to-day operations of our businesses. You just heard Scott Taylor talk about an addendum to our Terms and Conditions. The topic of Crew Gear is a challenge that we all face, and it’s a tricky and contentious issue that's been at the top of the PERG Council’s agenda for a while now. This addendum is not a cure-all, and it’s not the only solution. But it’s a step in the right direction—a solution we can all get behind to help preserve what we still have left in the industry. 

Beyond that, it’s about one thing that might sound simple but is incredibly powerful: not going it alone. 
In this room, we’re not just competitors. We’re allies, partners, and collaborators. We have the power to create real change in this industry—together. And the conversations we have here at PERG help to guide us toward solutions that might seem out of reach when we’re working in isolation. 
If we all agree that there is a problem, then we should stand united in making a change. Whether it’s our Terms and Conditions or how we approach discussions with studios, unions, and producers, we need to be on the same page. We must ask the question, “Can you imagine an industry without cinema equipment rental houses?” 

If we can ask this as a group then I believe the answer will be a resounding “no.” Our collective voice is our greatest strength. 

I’ll leave you with this: the beauty of being a part of PERG is that our competitors can become our business partners, our industry peers can become our customers, and a name on an email or caller ID can become a lifelong friend. The connection I feel with many of you runs deep. It’s an understanding, an unspoken partnership…with just a dash of rivalry—that’s what makes it so special. 

I’m excited to see what MORE we can achieve as we continue to stand united, share our knowledge, and support one another... as a community.

Sports production was a major topic at the 2025 NAB Show, specifically as it pertains to the evolution of live cinema, and that’s exactly what Fujifilm's presence at the show centered around.

RENTAL GUARD Aids Burbank Police, Insurance Companies Take Note

Ryan Levon Roman was already on probation for previous thefts within Los Angeles County and was out of compliance with his terms of probation as of August 2024. On February 28, 2025, the Los Angeles County District Attorney’s Office filed one count of Grand Theft, a felony, against Roman. This, combined with the numerous theft victims who have come forward since his arrest by Burbank police, means that Ryan Roman may finally face some serious jail time.  

The news spread quickly among the PERG rental community, all of whom know his name. Over the past two years rental companies and private equipment owners have generated eighteen theft reports and Questionable Customer alerts with Roman’s name in them in RENTAL GUARD. When the Burbank police put the word out that they were looking for other companies with similar cases against Roman, PERG responded with the data we’ve collected. Captain Mark Stohl was one of the police officers who attended the PERG Town Hall several years ago, in which PERG invited representatives from the LA police jurisdictions, insurance companies, and rental companies for a meeting at ARRI‘s old location on Burbank Blvd. In that meeting, police were briefed on the epidemic of theft faced by the motion picture/television industry. Since then, law enforcement has used RENTAL GUARD as a resource. Stohl was able to add eighteen police reports to those being collected by Detective Elena Arias, who is handling Roman’s case. 

Roman has somehow escaped justice for a remarkably long time. It is worth noting, that law enforcement located the equipment that led to his recent arrest Roman thanks to a well-hidden Air Tag. Long-time observers of Roman’s prolific efforts have speculated that he has an overseas contact to whom he ships the stolen gear. However, it now appears his operation is far less sophisticated than that. Police believe he worked alone and that, when he stole equipment, he pawned it within the hour. They have recovered numerous pawn shop slips of serialized items that are suspected of being stolen from additional victims. They are asking for anyone with any information to please contact them (see flyer below for contact information).

The events surrounding Roman’s arrest have highlighted the value of RENTAL GUARD, a free industry resource that turns ten years old this year. This comes just as PERG is developing version 3.0 of RENTAL GUARD and working to persuade insurance underwriters that a contribution to RENTAL GUARD is a worth-while investment. RENTAL GUARD’s sole sponsor is currently Hiscox insurance. PERG relies on the big insurance underwriters to defray the costs of maintaining the platform. The current events have served as a powerful reminder.

Thieves Impersonating Legitimate Production Companies

Within the past six months PERG members have noted some recurring trends with regards to equipment rented and not returned. There have been a series of thefts and attempted thefts in which the thieves impersonated legitimate production companies. In a couple of cases, they posed as wedding photography companies, using the name and company name of real wedding photographers. Steve Kopacz runs Wild Light Films out of Florida but shoots weddings all over the country. He owns his own FX-3 and Canon cameras and never rents equipment. Nevertheless, his name and company appear in three questionable customer alerts filed this year. The thieves target websites, like Steve’s, that provides no direct contact information. This means the rental company cannot verify the phone number against that of the “client” who called them, nor the address, or email. On these websites communication is only provided via a webform, so there is no immediate way to verify the renter is from the company they say they are from.

PERG has verified that Steve is in fact the owner of the Wild Light Films website, and after speaking with him about the problem, Steve added the tag below to his website.


PERG recommends:
  • Consider it a RED FLAG if the website does not provide contact information that matches the “client’s” information.
  • Be aware of the wedding photography MO.
  • Check email addresses and phone numbers for EXACT matches. Each of these recent thefts used email addresses similar to but not exactly like that on the company website. 
  • Have the potential client email you directly from the posted website/email address and or phone number.  Or have the potential client direct message the rental house from the actual social media outlet (i.e. Instagram). Always contact the actual company some way, before proceeding.
  • If the email is the company name with extra letters EX: John Pictures - johnpicturesllc@gmail.com, email johnpictures@gmail.com separately to verify their requested rental
Other red flags that members have noted in relation to these theft attempts:
  • Non-rental company references or rental references that only operate on peer-to-peer marketplaces.
  • Short term insurance policy or a long-term policy that starts within days of the rental.
  • No push back or haggling about the rental rate.
Help protect the industry; always post a QCA or Theft report. The perpetrator will immediately target someone else if you turn down a rental. If you suspect a fraudster, report them through RENTAL GUARD Questionable Customer Alert (QCA) and help protect our industry. Theft affects everyone, even if they don’t succeed in getting your equipment. No one needs upward pressure on insurance rates. 

Who is Liable when Rental Companies and Other Equipment Owners Provide Equipment Under One Rental Agreement to the Same Production?

Rental equipment companies often misunderstand or give little thought to their legal exposure when placing third party owned equipment on their rental contract. Batteries are one example of equipment and an item that the crew often asks to be added to the camera equipment rental package provided by the rental house. Simply stated batteries pose a huge liability exposure, and the rental house should only rent batteries they own.  All crew owned battery rentals should be done directly between the owner of the batteries and the production company and never placed on a rental house equipment rental agreement.

If a crew owned battery catches fire and burns a building to the ground or kills someone, that single occurrence could wipe out a rental business and yet the rental house earns no money from the rental, nor does the rental house have anything to do with the inspection or testing of the gear prior to the rental. Any entity involved in the chain of distribution of a defective product, including the manufacturer, distributor, and retailer can be held legally accountable for injuries caused by that defective product, even if they were not directly responsible for creating the defect. It is for this reason why several rental houses have recently adopted a policy of not to allowing crew members to include their batteries on the rental house terms and conditions agreement.

Rental companies should be careful that all items placed on its rental contract have been maintained, tested and are of a quality that meet the rental house standards. The standard AICP/PERG sample rental terms and conditions document contain representations and warranties that (1) the Equipment is free from known defects and is in good working order to the best of their knowledge at the inception of the rental; (2) Rental Company is responsible for routine repair and maintenance of the Equipment prior to rental; and (5) Rental Company has complied and will continue to comply with all applicable manufacturer’s specifications relating to the Equipment (AICP/PERG Sample Terms and Conditions). It should be equally true that the third-party owners of any equipment added to a rental house contract make similar representations and warranties to the rental house and that they maintain liability insurance should their gear be the proximate cause of injury or property damage to others.

Additional topics to be discussed is the need for quality control procedures, testing of equipment and performing safety reviews, that users of rented equipment know how to use the gear, clear warnings labels on equipment, and the need for the maintenance of adequate liability insurance by every business in the distribution chain and by the ultimate user of the equipment.

Half a dozen PERG members are now in the process of getting set up with their company-branded Plaid dashboard and scheduling a staff training session to begin using it. What Does Plaid Do and How Does it Work?
The Plaid system confirms a customer’s identity information in less than three minutes, while simultaneously analyzing a wide range of risk signals. These include device and IP checks, email checks, phone checks, stolen and synthetic identity risk scoring, network risk checks, and behavioral analytics. 

To verify a customer, your staff generates a link using your very own Plaid dashboard. They email or text the link to the customer. The client uses their mobile device to enter identifying information, a live photo, and a photo of their ID. Plaid checks the information and the ID against regulated data sources. Plaid also checks whether email and phone number are new, disposable, or associated with a data breach. It detects the use of VPN or Tor for time zone and geolocation mismatch. It looks for fabricated, manipulated, or stolen identity information. And it performs behavioral analysis on things like typing speed, accuracy, and method of data entry to identify behavior typically associated with risky individuals, fraud rings, or bots.

What do I Get and What does in Cost?
When members enroll, they are provided their own easy-to-use Plaid dashboard, co-branded with your company logo along and ESTA's logo. ESTA creates log-in credentials for as many of your employees as you wish so they each can create verification links and check results. You can customize your company's dashboard with the risk rules you want Plaid to use and set to your risk tolerance level to create a consistent go/no-go determination across your company.

You can send the verification link to the customer via your email client or, as an option, send the links via SMS via ESTA's SMS service provider.

In a recent RENTAL GUARD report, a Sony Burano was rented and not returned. The paperwork was flawless, the references checked out, the insurance was verified, and the credit card went through. The reason the rental appeared normal was that the person renting the equipment was using a good fake ID of a real person. A Plaid verification would have identified this fraud. The fraudsters would not even have been able to complete the verification. In fact, it is quite likely that when you tell fraudsters that they need to complete an ID verification, that they will never complete it and just disappear from your Friday afternoon.

Thieves have become better and better and personifying producers. Rental companies need more sophisticated tools to root them out. We are very hopeful that Plaid will give them that boost!
